Well, in some ways it wouldn’t, Sheb. A Volley Shotgun’s certainly not a versatile weapon, quite limited to be honest, but packing one of these in with your assault gear when tackling the nastiest stuff C:DDA has to offer would provide a nice bit of variation in the weapon line-up and offer a relatively safe to use get-out-of-trouble option when you don’t want to resort to grenades or molatovs and it still uses standard widely available & mass-reproducible ammo to boot.
While it could be made to fire in burst mode, I suppose, the 7 shells all going off together is what’s supposed to happen, rather than a sequential repeat attack as provided by burst mode. Having 7 simultaneous shots does provide a few distinct advantages - you put far more damage on-target in a very short amount of time (for a commensurate increase in noise), the effective accuracy is increased (as you can’t help but hit something with it if it’s pointed even vaguely in the right direction), even better if you could model some form of splash damage affecting the side arcs off-centre of the shot - and it could be fairly easy for a competent mechanic & gunsmith to craft from all those shotgun traps lying about.
I envisage stats something like:

The main challenge might be in setting up the volley fire mechanic, it’s not sequential or a single shot (though maybe it could be implemented as such), so how to get multiple-shot parallel fire in-game?
Anyhoo, I’m not saying it’s the best option available (designed to be anything but - just to fill its niche), just something different and another way to use the shotguns skill, parts and ammo very effectively.
