Use fragile/frail/slow healing/glass jaw trait. With hordes and 10x zombie spawn no problems with is. In any case i think i can write json-mod.

But may be it not needed. Player can carry 20 kg, but run as well as without cargo. Check realistic of data. One rifle bullet must has weight ~10 gramme.
For example 7.62x39mm round has weight 16.2 g. 80 x rounds - 1 296 g instead 640 g now in configs.
In json files 1 “weight” = 20 gramme.
I not sure, but i think ammo weights is right. Just values lower by 50%.
