@Rose Mining Mod is affected by a general flaw in size 0 worlds:
Uhhhhh…? No…? I don’t suppose? I don’t know, what’s this about, but my world has city size 5 and I haven’t encountered a single mineral vein, though my world is almost 250 MB now.
Maybe it’s just that I don’t know where to look for them?
