Is Ice Cream bugged?

I make ice cream (and related treats) when it’s -1 to -10 below outside and it is created ‘melted.’ I’m in an ice lab with -10 temperature on the first floor and it is created already melted. Same with -22 on the second floor of an ice lab. What am I missing?

You don’t have the no freezing mod installed I assume? I know it’s a dumb question but I feel it would have weird interactions with ice cream.

No that mod is not installed. Freezing is enabled in my game.
