Yes, the Isherwoods can spawn multiple times. Currently, this can be changed with a proposed mod in PR #61768. After 0.G, it will be changed.

it would be nice to know how to learn if the given patch included in the given release?
i failed to learn if the patch you named is adopted in the latest experimental.
tried it,
and i’ve met a duplicate Banker man in a duplicate Ammo-Bank within a couple hundred map squares from the first in a mere 30 ingame days.
