2.a In fact you probably got killed by something violent, meaning your armor is damaged (which is needed to balance this a bit).
I don’t see a good rationale for having the armor be powered, if it was on when the wearer died, it would have run out of juice by the time you found it, and if it was off, the zombie wouldn’t know how to turn it on. That implies it would be super tough (specificically having ludicrous armor) but slow and possibly not that good at hitting you. Variants of it could have gotten stronger and not face penalties for being in a power suit though, two variants come to mind immediately, which are effectively brutes and shockers stuck in suits. the brute would be effectively unemcumbered just because it’s gotten inhumanly strong, (though astill not as strong/fast as a regular brute) and the shocker WOULD be powering the armor from inside.
I see two parts of the challenge of a power armored zombie, one is just killing it, many melee weapons and small arms would simply be useless. The second is killing it without wrecking the armor, so YOU can use it

If you just want a tough, mobile enemy with possibly some techy toys/weapons, just make a anthro robot that walks around.[/quote]
