Melee attack cost seems to have doubled, even at near full stamina

It seems that in a recent update, something happened to melee attack speeds.

At full stamina, a punch takes 96-97 ticks. After hitting something once, the next swing takes ~180 ticks.

Could it be that the game is thinking that I’m always at ~1% stamina and doubling my attack cost?
