This includes not only water or any drinkable liquid but chemicals such as bleach or ammonia as well (yes I know you can drink them as well). I’m taking a shot in the dark here but I think is going on is the game is looking for the previous perma-liquid type, however it’s not finding that type of liquid anymore. This also explains why you could drain rain water from a vehicle tank but not refill it with the same water, since it’s been converted to freezable liquid.
