You have to use the Tailors kit to repair the clothing and once it’s fully repaired do the “Reinforce” option. It’ll fit the cloths to you then.
Note this is not the Reinforce with leather or Kevlar option, just the “make this item a little more sturdy” option you get from the mend cloths menu.
