Implanted Night Vision Bug

I’m one experimental build behind right now (2879), so I’m not 100% sure if this got fixed yet, but right now, the night vision CBM doesn’t drain power when in use. In fact, it does the opposite, charging at about the same rate.

Confirming on 2881.

This will also repo with other active cbms that have a per turn cost. This doesn’t seam to repo with one-turn active, zero-cost active, or pasive cbms.
