Apologies for the original mispost to the bunker. Deleted from there and reposted here where it should be.

Just made a world and it couldn’t find a shelter to start my evacuee in so it placed them out in the middle of a field. Had a previous character with a normal start so this isn’t something that happens all the time, not sure what may have triggered it. City size is set at 10 and start time is set at 7, but that was true for my character who had a normal start as well.

It also applies to other starting places. The game sometimes creates a world that does not have those and therefor it can’t place the character.

You can try with a smaller city, it should be much more likely to have an shelter there.
