well, to be clear, “create a car” means setting up a single steel frame. it’s pretty trivial.
the question is, what can you do with a charged storage battery besides power a car? not much, i think.

Bullet proof glass, not proof against explosives, this is rarely an issue for me because I don’t like leaving behind a recognizable corpse.
C4 is the perfect solution for that problem, assuming of course, that a Ninja Bear™ doesn’t suddenly rip both of my arms off before I can prime it.
My last four or five deaths have been explosive related, only one of those was Point Blank LAW though, damn Jabberwock ran around the corner of a nearby evac shelter as I was looting some military corpses, nearly killed me before I finished looting, and I hadn’t had a chance to loot a gun store yet, so LAW was my best choice for taking out the Jabberwock (survival being an unfeasible secondary goal).
I’d definitely like to see more ways of gaining and transferring power though, batteries get a bit old after awhile and there’s tons of gasoline available now that we can siphon the wrecks lying around, it just takes awhile to get enough of it to last.
A portable gas-powered generator would be nice. Should be able to install one on a vehicle too, like the big flat bed rig in ‘The Road’. They should be hard to find though, maybe at cabins and hardware stores. They are also almost too heavy to be carried IRL too… the game I don’t think can handle things like wheel barrows or handtrucks very well like that.
We can however use the advanced inventory options to slowly push/pull it along/into a vehicle

I know what we should be able to do with it, and that’s power anything that requires power, from a car to an mp3 player. Perhaps consoles in the future.
An idea: craftable pedal generators.
To use (or abuse) solar panels and storage batteries like that ii guess realistically you should need some sort of specialized ‘Universal power adapter/tranferer’ after all (i assume) something like a flashlight or mp3 player (or even the controversial welder) would not automatically be desgined plug in and play with a cars engine/battery storage.
But at the end of the day they are all batteries filled with precious electricity and in RL a clever enough mind would certainly find a way to use it for whatever purpose they need.
Perhaps a relatively high level electronics recipe for a ‘rechargeable battery mod’ that could be applied to a piece of electronics.
https://github.com/atomicdryad/Cataclysm-DDA/tree/recharge_from_car still works. It more or less hooks ‘reload’ to drain from a car’s battery storage, and works for gas engined cars if a battery is installed. The idea is a battery (AT_BATT) isn’t a battery but an abstract representation of 10 mAh.
It’s not exactly ideal ( especially since you need to 'r’eload ) and was meant to be the start of a more refined electrical system, but apparently ‘AT_BATT’ is a literal battery and not unit of power, and the change was rejected for magically inserting new batteries into flashlights, so I’ve not been motivated to continue work on it.
It’s still better than scrounging for D cells to power your welder while your solar powered car sits idle.
Do solar vehicles EVER charge up in 0.6?
Also, you could have your car battery full only to draw power from it to your devices/tools via a battery charger unit, that could be craftable (AC xxx->xx). If I can power a grill and make bacon on a field trip, you can, too.
