Rubber bullets maybe?
Fallout New Vegas’ Honest Hearts had the Compliance Regulator, which was basically an electroshock laser pistol. Could serve as a good source of inspiration.

Yeah, but rubber bullets dont stun. They’re a dissuasive projectile, meaning a human shot by one will think twice before going back at it.
Wouldn’t that count as a ‘stun’ in terms of the game though? Someone’s hit and they take a second to check themselves for actual damage or are distracted because rubber bullets hurt like a bitch. The same could go for wildlife and other animals aswell. Zombies could be knocked off balance if you pelted them with a couple rounds, etc.
Edit: I could see them being a practical (if less effective) alternative to the beanbag shells of shotguns for rifle users. Though if there was actually a way to subdue monsters or NPCs, that would make stunning them alot more useful as well.
Edit Edit: Being able to stun, disarm, and then subdue a hostile NPC would be pretty awesome. Because then you could try to talk to them and find out what their beef with you is and maybe convince them to join you. Or you could just tie up and execute a bunch of bandits like the hardass post-apocalyptic lawman you always wanted to be.
Can you alternate between tazing and whacking the stronger monsters?
Yeah, it is the way to take care of certain nasties.
