It looks like right now it seems to be just "over threshold, cause bleeding" when it should probably be chance based.

These two are linked. One out of every 10 basements (including the shelter) will have a small number of zombies (usually 3-5 IIRC, though on density two this could be easily upgraded to higher). If a basement has zombies in it then it will have significantly more supplies in it. It's intended.
