In melee, you have a “to hit” number, this is straight skill plus bonuses, so in that way, 1 skill is +1 to-hit, and 1 more skill it’s equivalent to, say, a weapon that is more accurate by +1. Stuff like encumbrance is then calculated, and your hit is rolled and compared to the enemy’s dodge, but that’s about it.
Torso encumbrance is what matters for melee to-hit, it’s a straight percentage loss of your to-hit (up to a cap of 75): a torso encumbrance of 50 means you loose half of your to-hit.
In ranged it’s rather more complex: how much (in angle) attacks spread from where you’re aiming is based on dispersion. Dispersion is not just based on the gun or the skill level, but also things like eye/arm encumbrance, burst firing or driving while shooting. Throwing is even less straightforward, your DEX, PER and STR come into play, as well as things like the item’s volume.
Still, for comparative purposes, a skill level is worth about -10 gun dispersion, 5% recoil reduction, and a variable amount of attack time reduction depending on the weapon type.

You can have, say, a waterskin on your torso’s waist, and a sheath for your knife on a leg’s waist slot, and they won’t conflict with each other, or your torso-strapped backpack, or your leg-strapped drop leg pouches.
