For electronics, it’s one skill that’s most easily learned from books, as few low-level crafting options exist right off the bat. Unlike mechanics and even computers (if literate), which can be easily bootstrapped if you know how.
Installing bionics will work (and help with first aid, maybe mechanics/computers too), but that’s the riskiest method.
As for marksmanship, sheer practice, and lower-dispersion weapons as your skill gets high enough.
As for the bunkers? Getting an ID card from miltary-themed map specials (like crash sites) or from the toxic waste dump is your best bet. All you need is one for the front door and that disables the turrets. The storage can be safely cut through, blasted open, or bashed down without re-alerting the turrets up top.
Failing that? Blow the bunker door open with something big, follow up with EMP grenades or more mundane explosives. Or just wait until nightfall, set a charge for the door, back the fuck off, then lob bombs in there from a safe distance in the darkness. Less risk than trying to use the doorway of the bunker as cover.
If your armor is damn good, you might risk charging in. I’ve yet to test whether anything less than power armor is enough against mil-spec turrets, whereas 9mm turrets (police checkpoints, labs) can be no-sell’d reliably with plate armor and up.
You need a shovel in your inventory. Or anything with a digging quality of 2 and up. Just "e"xamine the rubble.
