Because you don’t understand how the evolution works. (Don’t worry it is a common mistake).
It is the halflife of the evolution system. A lower halflife makes it evolve faster.
Also (quick copy paste from other thread)
Another comment after talking to 'jiamil' on IRC. If you ran with a high value like 0.1 by accident. You do not have to restart, if you actually want slower upgrades. Just change the value to higher.
The system only upgrades Z’s on load. And the halflife value is not stored inside Z’s. So a Z you encounter on 0.1, will change to 100.0 if you change the upgrade value.
It will not devolve monsters if you change the value.
But there is no need to restart if you want to change this value.
I can only assume that whoever first added that part assumed that 1600 units meant 1600 rounds instead of 1600 volume. Same lunacy popped up with the 480 capacity of the Mk 19.
I’m guessing that the nerf to explosions might not’ve been applied in the same way to its item-damaging effect.
In other news, ahahahah. I can in fact burden NPCs to the point of useless by giving them too much junk.
Giving the NPC two V12 engines worked nicely. He sits comfy now.
Thanks.
An arcade also has several machines that have LCD screens.
You would think, as both TV’s and arcade machines definitely have screens. But neither of them give LCD screens upon disassembly. I suppose I could check again, but so far the only things I’ve found that give screens are handheld game systems and computer consoles, neither of which are particularly common. Just seems odd that such a common thing is so hard to obtain. Oh well. Not like evac shelters are particularly rare I guess.
Also, thanks. I checked again and the cargo spaces I installed were missing roofs.

Schools generally have computer labs with multiple machines, office buildings will have a good many consoles, and labs have a ton of them. Also, some stores have a few (for checkout, I assume by the setup).
If I recall, the main thing is a vehicle part entry needs a fold volume assigned. I think there’s also a flag for it.
Presumably if ALL parts on the vehicle are foldable, you can fold it. One caveat though: normally you can’t fold it without installing controls, as otherwise examining the vehicle will simply open the vehicle menu. But if the vehicle is resting on a tile that you’ve dropped an item on, you’ll bypass that skipping and see the options to examine vehicle, pick up item, or fold vehicle.
It worked perfectly, thanks! I made solar panels and swappable battery cases foldable with the same volume as they have when not attached, added controls, and voila, foldable. When I add the battery, it’s not (as intended).
I considered making a lot of other parts foldable at their disconnected size… but these? Oh yeah. So, how would I put this in a mod, so I don’t have to mess with it every time there’s another version?
If you make a mod from that, please post it, I would be interested
Finally got off my butt and made this mod (also, I made atomic lights have an “off” mode, a cover that seals in the light). The zip file is all of 4K, but apparently, post attachments is disabled…
Where should I put the file so other people can get and use it?

Update. Hell no. That bugger seems to enjoy his place thus making no effort to run away. Another one I spawned and gave some burden to keep them occupied just dropped it and pissed off on his business.
Iv never had a npc use a turret, hell i can’t even get one inside a vehicle let alone have them point the big metal stick at the bad things and pull the clicky thingy
If you’ve recruited them you can nudge them into the gunner’s chair, but so far it seems they won’t man the gun. I can’t tell if it’s because she’s wielding a crowbar, or they can’t use turrets at all. :V
maybe they regard vehicle mounted weapons as an angry god and refused to toy with a great otherworldly tool able to obliterate anything that catches its notice.
