i got this strange treatment that went into my eyeball called stem cell treatment. what does it do? is it good or bad?

It’s intended to restore limbs from 0 HP, allowing you to then heal them normally. If you don’t have a broken arm or leg, you won’t get any significant benefit.
Whereas if it fails, it fails in the typical Roguelike fashion. Use with discretion.
In other words, it melts your skeleton.
