Advanced UPS’s do not turn off when they run out of plutonium, they won’t continue to charge anything or be useable, but remain yellow with (on).
Worn items with UPS power conv mods do not charge when worn, I noticed this with a pair of light amp goggles that I had off while running a UPS.
