Make two different enemies. Turret and Corridor Turret.
Corridor Turret spawns in labs and is your everyday turret.
Turret Turret spawns everywhere else and has one turn of target acquisition time - in a lab, the turrets don’t have all that much terrain to scan, right?
You could of course make them a bit deadlier, because you don’t have to care about delicate lab equipment in the middle of the street… Light machine guns instead of SMGs, perhaps? That wouldn’t make them that butthurt inducing, not with your character always having a chance to duck back in cover.
Police roadblock turrets are already much less deadly. I suppose a Less Lethal turret could be made, though.

Pretty much. Roadblocks are a fairly dynamic spawn (they’re a map_special, which means that they’re checked when you get that particular tile in the reality bubble. They could be moved to static spawning (much like spider forests), though.
Bummer.
As you said, though, this issue isn’t really THAT big a deal. It’s an irritant at worst. And running afoul of it means, what, a minute or two of lost gameplay if I’m using a template (which I almost always do).
