Mod for fewer NPCs?

Hi, I would like to know if there’s already a mod for lowering the number or spawn rates of NPCs. They just litter my map with all these survivors. As Jefmajor puts it: “this isn’t an apocalypse, it’s just tuesday”.

If there isn’t a mod, would someone point me to the right direction in making my own mod?

I’d like this once they get really intelligent and stuffs. But for now i want MORE! So the No Zombies only NPCs will be the thing.

I’m poking around the .json files and can’t really find anything that has any bearing on spawn frequency of NPC’s. Anyone know where it’s located?

Nothing in the jsons, tried before. It’s hardcoded!
