In its current state, the arm encumbrance of a sweatshirt and the eye encumbrance of shooting glasses are more significant than whether you’re using a sniper rifle or a smooth-bore musket. It may be worth considering the effect of actually cumbersome gear at some point, but there’s really no more evidence needed that the current formula has to go.
