i have been looking for duct tape for along time (in my save i’m playing on ATM anyways). so the question is where are places it will most likely be there?

Public works, hardware stores, and dressers in houses.

You can make them yourself with high enough cooking skill.

i believe you need superglue and rags.

I think you can also find duct tape around the surface area of a mine if one of the buildings is a bunkhouse

Might also be possible to find it in sewage plants but don’t quote me

In the next stable version, the recipe to craft duct tape will be found in a book. So, indirectly, libraries as well once that rolls around.
