Can't shoot at NPC

Was attacked by a NPC, tried to fire a gun at the NPC: The aim snapped to the target-NPC but every shot went “Blam” and missed. Raised with debug the skills to about 10, again always missing. Melee worked fine.

it’s been that way for awhile. i generally just debug-kill NPCs on sight.
