Well I need to be more specific. I would be working in the command cell that helps organize everything. The military portion of the camp would be using these tents. They are fitted together to form a long interconnected serious of tents. Not sure this is possible with the current game.

Near this will be a satellite dish and a communications shelter. A common Satellite dish.

This is usually attached to a router/modem stack via some long wires. These would probably be located in the tents.
Now the civilian gear will differ depending on the organization called in. The tents used to house civilians could vary widely. They will most likely be whatever is most easily available. Could even be DRASH tents.
You’ll have multiple trailer mounted generators around the tents powering them. They run on JP8 (So do most military vehicles) which is a relative of diesel. We don’t really need another fuel type.
Texas National Guard uses a JISCC but that’s specific to this state.

Something you’d probably see in this kind of situation is a decon team. I don’t know much about them. I believe there are civilian and military decon teams.
The “computer room” is going to be the command tent.
As for how the camp is setup that is up to them each time.

Also for outer barriers they’d probably have triple strand concertina wire in a situation that they have security concerns.

We used those cement barriers heavily in Iraq. We called them T-Walls. I don’t know if they have many of them in the US. Wouldn’t be terribly hard to make though. I’ve climbed on top of them and run Cat-5 wires.
