In that case batteries need to be rewritten to remove restrictions to be used in tools only. Easier said than done, I know.

Aye rechargeable battery’s would be interesting, also we do have those fancy flexible solar panel cells now so one could use them in almost anything, say a solar backpack that can charge the rechargeable battery’s by attaching them to it like you would gun/holster

Yes. this technology already exists today. Thing is it charges a battery then that battery charges the devices.
