I’ve noticed several of them spawn and… uh… I can’t quite figure out what the hell it is. I’ve had several of my friends ask me now so just what the hell are they, and what are they for?

Oh. So like those boxes on the street. Gotcha.
My guess is that they’re there in preparation for the ability to use phone to keep in contact with NPC factions and/or turn the lights back on, but not implemented yet.
Pretty much just scenery ATM. Getting a network back up would be a faction project.
