Preferred Windows Environment?

Hey, so, it’s been a while since I touched the game last, and while the steps outlined by http://smf.cataclysmdda.com/index.php?topic=3.0 were sorta weird back then and I ended up having to do some work to avoid compile errors, I WAS ultimately able to compile it via the Cygwin method on Windows.

Unfortunately, now I’m left with only a short post telling me that approach is outdated. Some poking around has yielded some alternative compiling guides, but I don’t see a clear indication of what the “best” way to do it is-- or if compiling it myself is even still a better option than just grabbing the Windows zip download. I know that, at some point in the past, a number of pretty cosmetics weren’t working in the Windows download, but trying to find changelogs pertaining to that was a bit… uh, overwhelming.

Anyway, I’m reasonably tech savvy, so if someone would be kind enough to point me in the general direction of what the “best” Windows setup is, I’m pretty sure I’ll be able to figure it out with some trial and error/help from google. I’m just a little lost by finding out that my old approach is defunct.
