As far as I’ve understood, the smart purifier allows you to target one, but it will pull about 3 others with it. If the smart shot is something different I haven’t heard about it previously.
Don’t believe it’s anything different. Probably just got the name slightly wrong. Never actually used one despite having played almost exclusively mutant runs. Only ever used purifier once either actually and that only because of disintegration.

It will target one mutation you select, but there’s a chance it will remove something else.
