Modularization of base game content

It might be worth it to also allow mods to work with a whitelist of items, i.e. create a world with mod X and only the items (objects, terrain, monsters, buildings, etc.) listed in the mod’s item-list appear in-game and in recipes, so as to avoid having to blacklist a bunch of new stuff all the time.

As an example we could easily set the game in other time periods this way, by having mods that only contain items from particular eras.
