All speed penalties/bonuses seem to be double what they are displayed as in the character screen. Happened with the health rewrite in 1872 experimental.
Confirmed; not sure what’s causing it. Presuming it did start in 1872, possible PRs are the stat-reset, the critter-damage unification, or the health rewrite.
