How do I Compile DDA with the Tilesets Working?

I saw a thread from months ago with some instructions but they were confusing and possibly outdated…

Is there a way to compile DDA with the Tilesets working?

Can someone please provide a clear step by step? I would really appreciate it!

So, grab this updated project for CodeBlocks:
Get this bundled dependencies archive:
Unpack it at your source directory (make sure all directories and files are inside of WinDepend folder!)
Choose Release -SDL -Localization build (for tiles)
