How context-aware can soundpacks be?

Hello! I’ve kind of had an idea for a personal soundpack that would basically give the game music from Phantasy Star IV. Mostly, I want to have different music from PSIV playing in the background, with different music playing in different situations, like background music for wilderness, cities, caves/subway tunnels, small/subway 4x4/otherwise midgame labs, office tower/central/otherwise more end-game labs, while driving non-helicopter vehicles, while flying helicopters, during portal storms/in dimensionally warped places, while being engaged by hostiles when not in a vehicle, while being engaged by hostiles when in a vehicle, while at your faction camp/refugee center/Tacoma ranch/etc., and of course, while looking at the main menu.

Is this possible?
