How do you post notes to this item, or can you even? Idk if this has been in the game or not for awhile but i was wondering if its like the new npc camp mechanic system. Can you assign npcs to do stuff with the board or can you just make a base and thats it?

No, it doesn’t. All a bulletin board does is mark a site as a base camp, which is different from a faction camp.
There will be a future update that will unify faction camps and base camps, and then all the camp manager functionality will move to the bulletin board.
