The CMB Internal Climate Control is in the active list in 0.6 when in the wiki it is listed under passive. please move it to passive in the game.
It is an active binic that must be activated. 
Update the wiki to have it active.
I don’t believe anyone actually bothers to update the wiki. I wouldn’t count on anything there to be accurate past February builds.
