About Refugee Centers

Would it be possible to have the NPCs by default not use explosive weapons? One lone zombie got in and the guards open fired with every grenade and rocket they could and leveled off half the building, killing me. Could the default behavior of the guards be to only use non-explosive weapons?

More like

if there are no other Hostile Npcs or Hostile player {
throw grenade()
}
