Indeed. 1000 storage from backpacks (which give 40 volume apiece) would mean you’d have to strap on 25 backpacks. Which will likely give you over 300 torso encumbrance

If you got a gun, you probably won’t have to worry about torso encumbrance that much, and if you’re heavily armored then dodge won’t matter too much either. Main problem would most likely be all that warmth focused upon your torso.
Hard to hit the broad side of a barn when your torso is melting.
Main issue would be the logics, Unless the player has absurd STR they’d only be well suited to haul sheets & such.

I think that it’s pretty amazing that the average survivor is capable of not being able to melee a dog whatsoever, even if it’s climbing through a window, but still be able to throw a battery at it from a distance and get a head shot.
