Any luck so far? Adding an extra fuel source might be impossible… So, what about adding a new crafting recipe to make fuel that’ll only be usable by that type of engine? Any wood item + water = fuel(?).
My guess is that the new fuel has to be defined as a fuel in a json file somewhere. Then maybe be used as an engine. If it is hardcoded then it is a no go.
Sorta.
You can make an engine eat water from a tank, but I don’t think you can make an engine eat solids (say, charcoal or timber) from a storage. Water really shouldn’t be the ‘fuel’ for this type of engine, since it should just stay in the system constantly getting recycled while the combustible is the thing actually being consumed.

maybe if you made coal or charcoal a required part of the steam engine, and if you ran out of it, it would have to be mended using the mending system, and it would always break down first after a while for you to “refil” (by using the mending system, or mend button) to make it not faulty again.
