Skills without levels

I first mentioned this some time ago and have had some thinking with it.
As far as I see this could be implemented in several phases the first beign simply by multiplying the skills and book descriptions by ten meaning for example that current skill of 8(75%) would be 87.
Besides losing “levels” this could allow redoing skill gain to more like Runequest (harder to increase the higher the skill is), re-doing books (a small gain with a chance of actually losing skills) and EVEN some tweaks to melee.
So is this idea dead on water or could some of it be implemented into game?
