I know it supposedly degrades after a so and so point after reading the wiki but what does it mean on selection 1 of skill rust to be capped at skill levels? I am guessing it means it wont down level past it’s current level but the % will go down still? I am not sure if that is correct though so figured I should ask.
Yes that is how it works. I am pretty sure not 100% sure but 99.9% sure!

Yeah, setting rust to 1 stops it at skill X (0%).
Good luck getting level 7+ without a relevant book! Even set at 1 it won’t be easy.
