Refugee center is full of zombies

When I reach the refugee center, it is full of zombies.

No NPC. Everyone dead.

Is that normal?

Shit happens. Try finding refugee center elsewhere - it is not unique.

Make sure NPCs are turned on in your game

This is normal. I’ve ran into 2 refugee center full of zombies so far. There was even super zombies among them
