It allows transferring control to companions. I have two questions:
- I have a base camp and two companions. Why is the mission still not completed?
- Is transferring control possible only when my character dies?
My understanding is that the “mission” is completed by actually performing a succession, which I have no interest in.
Based on discussions, I believe you can now transfer the leadership manually once every so often (3 months?). I also believe you get the option to transfer the leadership upon your character’s death. However, I’ve experienced neither, so the info is uncertain.
How do I transfer leadership manually?
The faction camp Bulletin Board has a “Choose New Leader” option. I’ve never used it, but assume it will work when the preconditions are met.

The mission is just there to inform you about the cooldown.
