Is makeshift welder still in the game?

I can’t find the recipe, and haven’t seen a welder in its natural habitat since the item spawn change.

Fortunately, I found a usable car, but I have to be very careful if it can’t be repaired.

Yep, it’s still in the game. You can find the recipe in the Under the Hood and Mechanical Mastery books, and possibly elsewhere. Requires 2 Mechanics.

It is, crafted it myself in my last run. As stated by Solusphere the recipe is in Under the Hood.
