[0.9ma win gr exp bld256] finger laser returns power on cast

Windows Graphical 0.9. Experimental build 256. First noticed bug on build 203, updated to the current experimental to confirm that it still existed.

Bug: Activating the finger laser bionic draws 2 power and prompts target selection. Canceling target selection without firing returns the 2 power, which I presume is what is supposed to happen. However, firing the laser at a target also returns the 2 power. You can therefore fire the finger laser an unlimited number of times provided you have 2 or more power to start out with.

Notes: This was tested on a legacy character originally imported from a 0.8 savegame.
