[0.9 Ma Windows] PDA disappears when out of batteries

Condition:
Active PDA (on Flashlight App, which is the only thing I tested it on) runs out of batteries, or is Unloaded.

Effect:
The UI displays the standard “the pda’s screen goes blank” display text. However, instead of just deactivating, the pda vanishes entirely.

Notes:
Deactivating the active PDA while it still has charge, Unloading the PDA while it is powered off, and Activating the PDA when it does not have charge, all work correctly.

It’s probably missing a revert_to entry in its JSON.
