You could loot it from swimmer Z’s, at schools, and in random houses. 'U’sing it would attract any zombies within say 10 map tiles. would be useful for ensuring that the area around you is in fact clear. or for luring hordes away from your base or a city you want to loot. you could lure a horde into a forest trapped with dropped gas and set the whole thing on fire for example.
you could craft one with a fab and survival skill of 1, a cutting tool and a twig/skewer, etc
