Adding vehicle parts is pretty easy (\data\json\vehicle_parts.json open in any text editor). Item id’s are unique, newest instance overwrites older ones, and mods load in alphabetic order in my experience. Also inside the data directory is the mods folder. Steal a modinfo.json from one of the existing mods, making appropriate changes, make yourself a new folder in \mods, create a new file and then copy/paste vanilla files and modify away. Be sure to save it as a .json. Then you can generate a new world and select your mod from the list.

It shows up in the vehicle list as Cow-Catcher and exists alongside the spike its a modified copy of. Replacing “id” : “cow_catcher” with “id” : “spike” would replace the spike in the vehilce menu.
