Pretty simple.
Fire extinguisher + Rubber pipe = mount it in your car to flood the place with anti-fire foam, or whatever is in cata fire extinguishers.
Activate it through the vehicle control menu.
You’d need plenty of pipes/hoses/whatevers and some way to increase pressure.
Ah, pipes too. As to pressure…
Wait, why can’t we just link it to a car water tank? Of course, electrical fires-- but generally it’s a ruptured gasoline tank…
You’d still need a pump or somesuch.
Hm. Well, maybe salvaging car fuel pumps? I’d be hesitant to suggest that though as that just seems a bit too much hassle.
Then again, maybe just have mountable fire extinguishers spawn in garages? Automatic fire extinguisher.
Well if you’re mounting it on the tile you want to have “extinguished” then you don’t need extra pressure or pumps, what’s already in a functional tank would be sufficient.
I’ve noticed a problem with car flammability in this game. Now, granted, that’s slightly realistic, but burnt out hulks of derelict and thermally decomposed automobiles along the highway show indeed that cars can burn.
Not the metal bits, mind you, but the upholstery, the foam, the seating, all very flammable. So imagine my surprise as none of it caught on fire like it should in the car I tried to lure the undead through?
It was like a chinese fire drill, me, out of the car, a sea of the dead into it, but I couldn’t light up the barbecue.

Try crashing a car (in cata) into a house, or god forbid that one tree or shrub when you haven’t had time to repair your vehicle.
Ruptured engine or gas tank and boom, fire everywhere.
