"STREAM" effect for ammo does nothing?

So I’ve noticed that gasoline has the “STREAM” effect, but that effect isn’t checked for at any point in the code. Is STREAM supposed to have an effect (and, if so, what effect?) when used with ammunition?

I don’t know if it’s ever had an effect.
