They will. If you see an NPC, always assume he’s an asshole.
Not really, they are pretty static and there is often an unoccupied area to stash things that they wont find anyways.
they alslo never take things from lockers because you need to be near locker to see if something is inside
Personally I like storing my gear in either the elevator shaft, the larger bathrooms, or the abandoned wing in the back of the structure.
